Every job is tied to a place. What a neighbourhood supports depends on its tags, what it pays depends on its wealth, and how hard it is to work depends on how much attention the police are paying to it right now.
The city does not grow. There are twenty of these and there will only ever be twenty, so a server does not get one by turning up — it arrives as somebody's tenant and takes one, or it does not. What it pays to live there in the meantime is settled between the two of them.
