Every job is tied to a place. What a block supports depends on its tags, what it pays depends on its wealth, and how hard it is to work depends on how much attention the police are paying to it right now.
The city grows. Old Town is the twenty-four blocks it was drawn with; everything below that is ground a Discord server settled when it arrived, placed against land that already existed so the map stays one connected mass.
The centre, and the only ground nobody is given. The old families hold it until somebody takes it off them — which is what makes it worth taking.
